On 12/27/01 the President signed a bill that extends the deadline for Electronic Health Standards to 10/16/2003. This extension is only available under certain conditions. The bill explicitly states, however, that the HIPAA Privacy compliance deadline
is NOT affected (the compliance date remains 4/14/2003). See the HHS Administrative Simplification site for more information.
